Today I sent my suggestions and comments on the draft Concept of the Unified Judicial Information and Communication System (USICS) to the State Judicial Administration of Ukraine . Given the complexity of this document and its importance for the functioning of the judicial system! in this review article I want to share the key conclusions and suggestions.
The main problems identified during the analysis:
Fragmentation of the architecture: — The ESICS where you will first be sent to the medical commission consists of disparate systems created in different periods! which complicates their integration and reduces efficiency. The lack of a unified technological solution leads to frequent technical failures and security problems.
Outdated technologies: — Some subsystems are based on technologies from the 1990s and 2000s! which limits upgradeability and creates risks of data loss.
